Things to Do if a Macao Resident Loses the Travel Document outside Macao

A. Loss of document outside Macao
  1. Lost document abroad

Macao residents whose travel document is lost or stolen abroad should report to the local police immediately and then contact a Chinese representation (embassy, consulate or other organizations authorized by the Ministry of Foreign Affairs) there to apply for a Travel Permit. If they cannot contact any Chinese representation, they may seek assistance by calling the 24-hour overseas emergency hotline of the Public Security Police Force at (853) 2857 3333.

    Chinese Consulates:

    Chinese Consular Services:

Portuguese Consulates (for Macao residents who are holders of a Portuguese passport):

Besides seeking assistance by calling our 24-hour hotline at (853) 2857 3333, Macao residents who lose their travel document abroad can also use the “Overseas Assistance - Lost Travel Document in Journey” service of the Identification Services Bureau in the Macao One Account APP to expedite the application for a one-off travel document (please visit the website of the Identification Services Bureau at https://www.dsi.gov.mo/en/online/41 for details).

In addition, Macao residents who encounter problems in document confirmation, identification or immigration clearance while travelling abroad may seek assistance by calling the Macao Identification Services Bureau at (853) 2837 0777 during office hours or the 24-hour hotline of the Public Security Police Force at (853) 2857 3333 themselves or through their relatives and friends in Macao.

  2. Lost document in Zhuhai (*not including cases involving criminal elements)

Starting from 16 February 2015, Macao residents whose Mainland Travel Permit for Hong Kong and Macao Residents (so-called Home Visit Permit) is lost in Zhuhai do not have to apply for a report of loss of document at the local police station. They can go directly to the Gongbei Port Service Station of the China Travel Service (Macao) Ltd. located at the Departure Hall of the Gongbei Port during office hours to apply for an Exit-entry Permit which is valid for a single exit. Then they can go through departure formalities at the Departure Hall and return to Macao. If the document service counter stops accepting applications, Macao residents can call 0756-8167000 to seek assistance from the Gongbei frontier inspection station. Alternatively, they may report the loss to the local police authorities and then proceed to the local immigration control department to apply for a one-off Exit-entry Permit. Applicants may choose the means of applying for a document according to their personal needs.
In addition, starting from 19 August 2016, if Macao residents who have registered for the automated immigration clearance service at the frontier inspection stations on the Mainland lose their Home Visit Permit on the Mainland and have to return to Macao immediately in case of emergency, they may go directly to the Departure Hall of the Gongbei Port to seek assistance from the frontier inspection officers. After completing the departure formalities, they can return to Macao.

  3. Lost document in Hong Kong (*not including cases involving criminal elements)

Starting from 11 January 2016, Macao residents who lose their Macao Permanent Resident Identity Card, passport or travel document used for entering Hong Kong and do not have an alternative document for departure may go directly to the control points at the Macao Ferry Terminal in Sheung Wan, the China Ferry Terminal in Tsim Sha Tsui or the Hong Kong-Zhuhai-Macao Bridge for a declaration of loss of document as well as for departure, as long as no criminal element is involved. If a Macao resident has registered for the Hong Kong Automated Passenger Clearance System, the Hong Kong Immigration Department will, after obtaining the written consent of the person concerned, verify his or her identity through the inspection system. In this way, the Macao resident does not have to go through the process of identity verification by the relevant Macao authorities anymore. Otherwise, it will take a relatively longer time for identity check. Therefore, eligible Macao residents are advised to pre-register for the Hong Kong Automated Passenger Clearance System. This not only allows Macao residents to enjoy convenient immigration clearance in Hong Kong but also ensures rapid identity verification and swift return to Macao in case their document is lost.
