Loss of Travel Document? Step-by-Step Support for Mainland Visitors
 
Since Macao’s handover, the economy has expanded rapidly. Benefiting from the national policies of “Individual Visit Scheme for Mainland Residents to Hong Kong and Macao” and the “Belt and Road Initiative”, a significant number of Mainland visitors have visited Macao for sightseeing, while many others have used Macao as a gateway between home and abroad. Mainland visitors have traditionally made up the majority of Macao’s tourist arrivals, a pattern complemented by the presence of foreign workers and international students. Arrivals from the Mainland continue to remain high. If a visitor from the Mainland lost his or her entry document during the stay in Macao and does not have alternative document for departure, the information below sets out the assistance available.
I.
If you are a Mainland visitor and your entry document for Macao is lost, please stay calm. First, check whether any other belongings are missing and whether the situation may involve a criminal incident, such as theft or robbery, etc.:

If you have only lost the entry document, you may proceed directly to the Immigration Department Building of the Public Security Police Force (address: Edf. de Serviços de Migração do Corpo de PolÍcia de Segurança Pública, Travessa Um do Cais de Pac On, Taipa, Macau) to report the loss and apply for a “Loss of Document and Report Notification”, which will serve as your departure document.

If there is any loss of belongings or a criminal incident is involved, please first go to the Judiciary Police or any of the police stations of the Public Security Police Force. Once you have the “Report Testimonial” or “Complaint Notification”, proceed to the Immigration Department Building of the Public Security Police Force as described above to complete other formalities.
II.
It is important to keep in mind that if you are a Mainland visitor, you must approach the competent issuing authority in order to obtain a one-time travel document, ensuring that this is arranged while your “Loss of Document and Report Notification” remains valid. At the time of departure clearance, visitors are required to present both these documents for verifying his or her identity and for clearance formalities. If a visitor remains in Macao beyond the expiry date of the said Notification without holding any other valid “Authorization to Stay”, he will be regarded as an overstay. Anyone found to have overstayed shall be punished by the competent authorities in accordance with Article 58 and 59 of Law No. 16/2021. In this regard, please depart within the authorized period of stay. Should additional time be needed, please approach the Immigration Department Building of the Public Security Police Force to duly explain the circumstances and apply for an extension of stay so as to avoid overstaying.

III.
If a Mainland resident only lost his or her “Exit/Entry Permit for Travelling to and from Hong Kong and Macao” and is in haste to return to the Mainland, please proceed directly to the Border Gate Checkpoint (Departure Office at Departure Hall) to apply to return to the Mainland. In this case, a Mainland resident who merely lost his or her document should neither have committed any legal violations nor overstayed. With an urgent and justified reason for returning to the Mainland, the lost document will be rendered as invalid for future use.
