“Loss of Travel Document?” Step-by-step Guide for Non-resident Workers and their Dependants
 
Eligible non-resident workers are granted a Non-resident Worker’s Identification Card, which serves as an identification document that entitles them to legal stay in Macao. The Card can also be used as an entry/departure document in Macao. However, what if a non-resident worker loses his or her national travel document which was used for entry to Macao? What if a dependant of a non-resident worker loses his or her national travel document which was used for entry to Macao? The following are the necessary formalities and some points to note if a non-resident worker or a dependant loses the entry document:
I.
When discovering that his or her entry document is lost, the non-resident worker or the dependant should stay calm first. Then, he or she should check if any other belongings are lost and if criminal element is involved (e.g. theft or robbery of the document, etc.).

If only the entry document is lost:
   
The non-resident worker or dependant who is a Hong Kong resident holding a ferry ticket which is valid for departure within 3 hours may go directly to the Outer Harbour Ferry Terminal Checkpoint or the Taipa Ferry Terminal Checkpoint for report of the loss of the document as well as for departure clearance. Otherwise, he or she will have to go to the Immigration Building (Address: Travessa Um do Cais de Pac On, Taipa) for report of the loss of the document as well as for application for a Declaration of Loss of Document for departure purpose;
   
The non-resident worker or dependant who is not a Hong Kong resident may go directly to our Immigration Building for report of the loss of the document as well as for application for a departure document (“Loss of Document and Report Notification” or a “Declaration of Loss of Document”).
  2.
If other belongings are lost or criminal element is involved:
   
The non-resident worker or the dependant should first go to the Judiciary Police or a police station of the Public Security Police Force to report the case. After obtaining a Case Report Certificate or a Case Reporting Receipt, he or she should go to the designated ferry terminals (only for Hong Kong residents holding a ferry ticket valid for departure within 3 hours) or the Immigration Building to complete the formalities as mentioned in Point 1.
II.
A non-resident worker or a dependant who goes to our Immigration Building for a departure document should apply to the relevant authorities in Macao/Hong Kong/Mainland China for reissue of the entry document before the departure document expires. If the worker or dependant continues to remain in Macao after the departure document expires and without other valid Authorization to Stay, he or she will be regarded as overstaying in Macao.
  1.
Hong Kong residents may apply to the relevant document issuing department of the Hong Kong Special Administrative Region for reissue of the travel document;
  2.
Others may apply to the consulate or diplomatic representation of their country or region in Macao/Hong Kong/Mainland China for reissue of the travel document.
   
Major document issuing organizations in Macao:

Non-resident workers and their dependants are advised to confirm the appointment date with the consulate or diplomatic representation in Hong Kong/Mainland China before setting off. Otherwise the worker or dependant may be refused entry.
III.
If the original Authorization to Stay of a non-resident worker or a dependant is cancelled before the expiry of the departure document, that departure document will expire accordingly on the same date. The worker or dependant should either leave Macao within the limit of stay granted or apply for an extension at the Residence and Stay Affairs Department. Otherwise he or she will be regarded as overstaying in Macao.
IV.
Besides the above-mentioned ways of departure, a non-resident worker from Mainland China holding a PRC Permit for Travelling to and from Hong Kong and Macao can go directly to the Departure Office of the Border Gate Checkpoint to request for urgent return to the Mainland. The worker will be allowed to re-enter Macao and continue to work only after he or she obtains a new PRC Permit and the relevant endorsement.
V.
Besides the above-mentioned ways of departure, a non-resident worker’s dependant from Mainland China holding a PRC Permit for Travelling to and from Hong Kong and Macao can go directly to the Departure Office of the Border Gate Checkpoint to request for urgent return to the Mainland. The dependant who is below 18 years old and receiving secondary, primary, kindergarten or special education in Macao will be allowed to re-enter Macao and continue his or her studies only after he or she obtains a new PRC Permit and the relevant endorsement.
VI.
After obtaining the reissued travel document, the non-resident worker or the dependant should bring it to our Residence and Stay Affairs Department for update of the document information and reissue of “Slip of Authorization to Stay”.
