Loss of Travel Documents? Step-by-Step Support for Hong Kong Residents
 
Macao and Hong Kong are separated by a short expanse of water. Their geographical closeness, together with their distinct historical background, has encouraged strong connections in tourism and commerce. Travel between the regions is frequent, whether for leisure, work or education. Seeing this, on 11 January 2016, the immigration departments of the two places introduced improved departure clearance measures for residents who lost their entry document. If a Hong Kong resident lost his or her entry document during the stay in Macao and does not have alternative document for departure, the information below sets out the assistance available:
I. If your entry document for Macao is lost, please stay calm. First, check whether any other belongings are missing and whether the situation may involve a criminal incident, such as theft or robbery, etc.:
  1. If only the entry document is lost:
   
If you have only lost the entry document, such as the Hong Kong Permanent Identity Card, HKSAR Re entry Permit, HKSAR Document of Identity for Visa Purposes, HKSAR Passport, HKSAR Travel Pass, or any other Hong Kong travel document, please report the loss, in person, at the Immigration Department Building of the Public Security Police Force. Simultaneously you can request the issuance of the “Declaration of Loss of Document” *.
* Note: If you hold a valid vehicle ticket may proceed directly to the Hong Kong-Zhuhai-Macao Bridge Checkpoint to report the loss and simultaneously complete departure formalities. If you have a valid ferry ticket for departure within 3 hours, you may proceed directly to the Outer Harbour Ferry Terminal Checkpoint or the Taipa Ferry Terminal Checkpoint to report the loss and complete departure formalities at the same time.
  2. If your other documents or belongings are lost or a criminal incident is involved, such as theft or robbery, etc.:
   
The process begins by first making a report, in person, at the police authorities. After receiving a “Report Testimonial” or “Complaint Notification”, you may go to the Hong Kong-Zhuhai-Macao Bridge Checkpoint to complete your departure formalities. Alternatively, if you have a valid ferry ticket for departure within the next three hours, you may visit the immigration office at either the Outer Harbour Ferry Terminal Checkpoint, or the Taipa Ferry Terminal Checkpoint, to complete departure formalities. On the contrary, you will have to visit, in person, the Immigration Department Building of the Public Security Police Force, to request the issuance of the “Declaration of Loss of Document”.
II.
Please note: persons applying for a “Declaration of Loss of Document” at the Immigration Building of the Public Security Police Force must leave Macao within the validity period noted in the Declaration. If a visitor remains in Macao beyond the expiry date of the said Declaration without holding any other valid “Authorization to Stay”, he will be regarded as an overstay.
