“網紅城市”的社會風險影響因素及治理對策研究

摘要：
在數位平台流量機制驅動下，部分城市因快速聚焦而形成“網紅城市”現象，伴隨而來的則是結構性社會風險的持續顯現。本文基於風險社會理論、社會風險放大理論與城市韌性治理視角，構建階段演進、變數聯動分析框架，系統分析社會風險在熱度啟動、服務錯配、情緒發酵、治理滯後和形象反轉五階段中的傳播與治理的互動邏輯，並歸納平台傳播、公眾認知、城市服務以及制度回應四類關鍵變數的作用機制。研究認為，風險演化具有耦合遞進特徵，應通過前置感知、過程調控與輿情引導與多部門協同完善城市治理能力，為公安機關應對新興城市社會風險提供理論支撐與實踐路徑。

Social Risk Factors in Internet-Famous Cities: Analysis and Governance Strategies

Abstract：
With the rapid growth of digital platforms and algorithm-driven traffic mechanisms, a number of cities have experienced sudden surges in online visibility, giving rise to the phenomenon of “internet-famous cities.” However, this heightened attention has been accompanied by the continuous emergence of structural social risks. Drawing on the risk society theory, the theory of social amplification of risk, and the framework of urban resilience governance, this study develops a dual-dimensional analytical model focused on staged progression and variable interaction. It identifies a fivestage risk evolution process-heat initiation, service mismatch, emotional fermentation, governance lag, and reputational backlash-and categorizes four key influencing variables: platform dissemination, public perception, urban service capacity, and institutional response. The analysis reveals that social risk in these cities evolves through a coupled and progressive mechanism. Accordingly, the study proposes governance strategies that emphasize anticipatory risk sensing, process regulation, public opinion guidance, and inter-agency coordination. These findings offer theoretical insights and practical recommendations for public security authorities to enhance risk prevention and response in the context of rapidly emerging urban phenomena.
