基層警務困境及社會工作介入探析：基於G市的實地調研

摘要：
基於粤港澳大灣區G市的實地調研，分析當前基層警務存在職能泛化、警力配置不科學、社區警務薄弱等困境，亟待改革創新。作為一門利用專業方法助人的職業活動，社會工作與基層警務在價值理念、服務內容上相契合，在工作身份、方法技術上互為補充，且已在司法、禁毒、家庭綜合等相關領域積累了實務經驗，具備介入其中的可行性。基於此，可發展出社會工作與基層警務相結合的“警務社會工作”。為促進警務社會工作的良性發展，從完善制度、建立聯動、加強宣傳、培育人才四方面提出對策建議。

Analysis of the Challenges in Grassroots Police Enforcement and Social Work Intervention: Based on Field Research in G City

Abstract：
Based on field research conducted in G City of Guangdong-Hong Kong-Macao Greater Bay Area, it is analyzed that there are current challenges in grassroots policing, such as functional generalization, unscientific police force allocation, and weak community policing, highlighting the urgent need for reform and innovation. As a professional activity that utilizes professional methods to assist others, social work and grassroots policing are in line with each other in terms of values and service content, complement each other in terms of work identity, methods and technology, and have accumulated practical experience in related fields such as justice, drug control, and family integration, making intervention feasible. Consequently, a concept of“police social work”that combines social work with grassroots policing can be developed. To promote the healthy development of police social work, countermeasures and suggestions are proposed in four aspects: perfecting systems, establishing linkage, strengthening publicity, and cultivating talents.
