摘要：
澳門回歸後，於2002年開放賭權，旅遊業及關聯產業得到快速發展，來澳旅客大幅增加，卻給治安 帶來隱患，保安部門面臨挑戰。21世紀資訊科技飛速發展，犯罪形態變化，傳統警務模式已難以應對，“科 技強警”成為重要手段，需藉科技提升執法水平與效率，保障特區安全及市民和旅客的權益。保安當局提倡 “科技強警”，推進“智慧海關”、“智能邊境”、“智享聯通”的 “三智”建設，為此，澳門海關積極落實有關方 針，引入先進設備與資訊系統，提升海上及沿岸巡邏的偵測和搜救能力，並助力反走私、反偷渡與救援，同 時優化關檢設備及模式，強化緝私監管。澳門海關作為特區保安部門，肩負海上治安、關檢秩序、知識產權 等職責，未來，將配合保安範疇施政，持續發展資訊科技、推進現代化建設，應對特區發展需求。

Advancing the Modernization of Customs

Abstract：
After Macao’s return to the motherland, the liberalization of the gaming industry in 2002 drove the rapid development of the SAR’s economy, tourism and related industries, leading to a significant increase in visitors to Macao. However, this also brought potential risks to public security, posing challenges to security authorities. In the 21st century, with the rapid development of information technology and evolving crime patterns, traditional policing models are no longer sufficient to meet current needs. “Strengthening policing through technology” has become an inevitable move, and the use of advanced technology will be required to enhance law enforcement standards and efficiency and safeguard the SAR’s security and the rights and interests of residents and visitors. The security authorities have advocated “technology-empowered policing” and advanced the development of the “Three Smarts” Initiative – namely, “Smart Customs”, “Smart Borders” and “Smart Connectivity”. The Macao Customs Service has actively implemented these measures, introducing advanced equipment and information systems that have improved the detection and searchand- rescue capabilities for maritime and coastal patrols as well as supported rescue operations and efforts to combat smuggling and illegal immigration. Customs inspection equipment and models have also been optimized to strengthen anti-smuggling supervision. As a security department of the SAR, the Macao Customs Service undertakes responsibilities for maritime security, customs inspection order and intellectual property protection. Looking ahead, the Macao Customs Service will align with the administrative policies in the security sector, continue to develop information technology and advance modernization efforts to meet the future development needs of the SAR.
