秦代基層治理“協同基因”的現代轉化：睡虎地秦簡治安機制的批判性繼承與啟示

摘要：
睡虎地秦簡揭示了秦代基層治安中存在一種可傳承的“協同基因”，即通過主體、制度與流程的系統化鏈接，實現治理資源整合的內在邏輯。本研究將這一歷史範式置於現代協同治理理論視域下，從主體協同、制度協同、流程協同三個維度，解析其“專制性協同”的具體形態與運行邏輯。研究採用辯證唯物史觀，深刻批判其基於皇權專制、壓制社會自主的內在局限。在此基礎上，論文着重探討如何實現“創造性轉化”，即剝離其專制內核，萃取其組織智慧與流程化管理精華，並結合新時代“共建共治共享”理念與警務實踐案例，最終從價值重構、制度創新與技術賦能三個層面，提煉其對賦能新時代警民共治文化與新質戰鬥力的啟示。

The Modern Transformation of the “Collaborative Gene” in Qin Dynasty’s Grassroots Governance: Critical In heritance and Enlightenment of the Public Order Mechanisms in the Shuihudi Qin Bamboo Slips

Abstract：
The Shuihudi Qin Bamboo Slips reveal the existence of an inheritable “collaborative gene” in the Qin Dynasty’s grassroots public order governance. This refers to an inherent logic of integrating governance resources through the systematic linkage of actors, institutions, and processes. Placing this historical paradigm within the perspective of modern collaborative governance theory, this study analyzes the specific forms and operational logic of its “authoritarian collaboration” across three dimensions: actor collaboration, institutional collaboration, and procedural collaboration. Employing a dialectical materialist view of history, the study offers a profound critique of its inherent limitations, which were rooted in imperial autocracy and the suppression of societal autonomy. On this basis, the paper focuses on how to achieve a “creative transformation”. This entails stripping away its autocratic core while extracting the essence of its organizational wisdom and process management expertise. Integrating the contemporary concept of “co-building, co-governing, and co-sharing” with practical policing cases, the study ultimately distills insights for strengthening the police-civilian co-governance culture and enhancing the new-quality combat capability in the new era from three aspects – value reconstruction, institutional innovation, and technological empowerment.
