國家安全視角下的海關監管現代化—以大豆進口安全問題為例

摘要：
國家安全是安邦定國的重要基石，新時代國家安全工作面對的是複雜的風險巨系統，這要求我們要有大局觀，既能運用多方面的知識和技術發現問題、解決問題，也能處理好其他相關要素間的關係。糧食安全是國家安全重要的組成部分，面對百年未有之大變局，將糧食安全的生命線牢牢掌握在自己手中，是應對國際戰亂和貿易摩擦的根本前提。大豆是不可或缺的重要農產品，我國近年年度大豆消費量均超過一億噸，其中進口大豆約佔百分之八十五，面對巨額進口量，海關監管在此過程中有着不可或缺的作用，通過技術檢驗進口大豆中是否含有有害生物、污染物等，或單據審查企業是否存在洗白原產地的嫌疑，在築牢國家安全屏障中發揮了重要作用，同時也為我國在國際貿易中提升話語權作出巨大貢獻。

Modernization of Customs Supervision from the Perspective of National Security: A Case Study of Soybean Import Security

Abstract：
National security is the vital foundation for ensuring the stability and prosperity of a country. In the new era, the task of safeguarding national security involves confronting a complex and vast system of risks, which requires us to adopt a broad perspective. This means not only utilizing multidisciplinary knowledge and technologies to identify and resolve problems, but also effectively managing the interrelationships among various relevant factors. Food security constitutes a critical component of national security. In the face of profound changes unseen in a century, firmly grasping the lifeline of food security is a fundamental prerequisite for navigating international conflicts and trade frictions. Soybeans are an indispensable and significant agricultural product. In recent years, China’s annual soybean consumption has exceeded 100 million tons, with imported soybeans accounting for approximately 85% of this volume. Faced with such a massive import volume, customs supervision plays an indispensable role. Through technical inspections to detect harmful organisms and contaminants in imported soybeans, or through document reviews to verify whether enterprises are attempting to obscure the origin of products, customs authorities play a crucial role in reinforcing the national security barrier. Simultaneously, this process makes a substantial contribution to enhancing China’s voice in international trade.
