Among them, “Dao” represents the core concept of emergency management, which lays a solid foundation for emergency management work; “Fa” symbolizes the framework of system construction, providing structural guidance for emergency management; and “Shu” refers to the specific pathways of practical operation, which is the key to the effective implementation of emergency management tasks. Through in-depth exploration of these three aspects, this article aims to provide a series of realistic and implementable practical principles for the modernization of Macao’s emergency management system in the new era, with a view to promoting the continuous improvement and development of the system.
