智慧警務的實現路徑

摘要：
本文聚焦智慧警務，首先對比了國內外智慧警務的概念演變，並分析了其內涵與技術性、智能化、系統化、服務性、倫理性等核心特徵。接着，指出了智慧警務建設中面臨的挑戰，包括技術層面存在的數據融合、算法性能、更新迭代等問題，管理層面的警務人員素質、組織架構、管理理念等問題，以及法律規範不完善、倫理爭議和社會信任危機等法律與倫理層面的問題。最後，從技術創新和管理優化兩大方面提出具體的實踐路徑，強調智慧警務的人文性與建設的複雜性和長期性，呼籲以系統性思維把握技術、制度與人三者的動態平衡，推動智慧警務的可持續發展。

The Realization Path of Intelligent Policing

Abstract：
Focusing on intelligent policing, this paper first compares the conceptual evolution of intelligent policing at home and abroad, and analyzes its connotation as well as core features including technicality, intelligence, systematicness, service orientation and ethics. It then points out the challenges in the construction of intelligent policing, such as data integration, algorithm performance and iterative updates at the technical level, the professional quality of police officers, organizational structure and management philosophy at the management level, and inadequate legal norms, ethical disputes and social trust crisis at the legal and ethical levels. Finally, specific practical approaches are proposed from the two dimensions of technological innovation and management optimization. The paper emphasizes the humanistic attribute of intelligent policing as well as the complexity and long-term nature of its construction, and calls for adherence to a systematic thinking to maintain the dynamic balance among technology, institution and human beings, so as to advance the sustainable development of intelligent policing.
