與橋共進：淺析港珠澳大橋澳門口岸關務工作發展

摘要：
港珠澳大橋連接粵港澳三地，在國家大力發展“粵港澳大灣區”的戰略背景下，不斷推出多項便民利商 政策，致使港珠澳大橋澳門口岸的旅客、車輛及貨物通關量達致前所未有的高度。由於港珠澳大橋澳門口岸 建於珠澳人工島，地理位置特殊及複雜程度高，海關在執行關務工作上具有很大挑戰性。此外，隨着粵港澳 三地經濟合作發展迅速，有序推行“澳門私家車往來港澳常規配額”、“澳車北上”及“港珠澳大橋澳門跨境貨 物轉運站”等車輛及貨物通關政策，使港珠澳大橋澳門口岸成為本澳最為繁忙亦最為複雜的陸路口岸之一。 基此，本文就現時已推行的多項通關政策及發展趨勢對澳門海關關務工作上所帶來的挑戰進行淺析，為應對 未來的關務工作發展提供意見。

Progressing Alongside the Bridge: A Preliminary Analysis of the Customs Operations Development at the Macao Port of the Hong Kong-Zhuhai-Macao Bridge

Abstract：
The Hong Kong-Zhuhai-Macao Bridge connects Guangdong, Hong Kong, and Macao. Under the strategic backdrop of the nation’s vigorous development of the“Guangdong-Hong Kong-Macao Greater Bay Area”, the continuous introduction of multiple public and business facilitation policies has driven passenger, vehicle, and cargo clearance volumes at the Macao Port of the bridge to unprecedented heights. Given that the Macao Port is constructed on the Zhuhai-Macao Artificial Island—a location characterized by its unique geography and high complexity—customs operations face significant challenges. Furthermore, with the rapid development of economic cooperation among Guangdong, Hong Kong, and Macao, the orderly implementation of vehicle and cargo clearance policies such as the “Regular Quota for Macao Private Cars to Hong Kong”,“Northbound Travel for Macao Vehicles”, and the“Hong Kong-Zhuhai-Macao Bridge Macao Cross-Border Cargo Transfer Station”has made the Macao Port become one of the busiest and most complex land border crossings in Macao. Therefore, this paper provides a preliminary analysis on the challenges posed to the Macao Customs by the multiple clearance policies that have been implemented and the development trends, offering recommendations and suggestions to address the development of customs operations in the future.
