基於大數據技術的澳門警務數據平台創新實踐

摘要：
為了使澳門可持續發展，特區政府近年除努力規劃、建設完成各項目標外，更積極參與國家的各項發展戰略，主要以便民為本，通過科技及數據整合手段而改革業務流程的電子政務政策尤為突出。在這背景的推動下，大數據思維為創新警務模式帶來了可行的方法，因為大數據技術對於整合警務數據、改造警務流程、提升警務效率發揮着不可替代的作用，而且已經成為各地警務機關提高公共安全治理能力的主要途徑。本文通過澳門警方應用大數據狀況的梳理，剖析存在問題，從而提出基於大數據技術建立一個警務數據平台，並透過平台對數據進行匯集、處理、融合、共享及分析等數據治理工作，産生數據價值以指導或支撐警務行動的一個以數據為主導的創新實踐過程，目標是輔助警方及時對影響社會治安的各類因素進行提前預警及執行有效的預防措施，防患於未然，減少罪案及突發事件的發生。

Macao Policing Data Platform Innovative Practices based on Big Data Technology

Abstract：
In order to ensure the sustainable development of Macao, the Macao SAR Government has made efforts in the planning, constructing and completing of various projects in recent years, as well as participating actively in the country’s various development strategies. The e-government policy stands out for its emphasis on convenience for the citizens and its business processes reform through the integration of technology and data. In light of this background, the adoption of big data thinking has brought feasible methods for innovative policing models. Big data technology plays an irreplaceable role in the integration of policing data, transformation of policing processes, and enhancement of policing efficiency. Furthermore, it has become a primary approach for policing agencies across different regions to enhance their capabilities in public security governance. This article examines the application of big data in the Macao police force, analyzes existing issues, and proposes the establishment of a policing data platform based on big data technology. Through this platform, data can be collected, processed, integrated, shared, and analyzed to generate valuable outcomes for law enforcement. It aims at guiding or supporting data-driven innovative practices in law enforcement, with the objective of assisting the police in timely early warning and implementing effective preventive measures against various factors that impact social security, thus preventing harm before it happens and reducing the occurrence of crimes and emergencies.
