科技賦能治安風險防控的邏輯理路與優化路徑

摘要：
科技賦能治安風險防控是基於我國預防性治理傳統與風險社會新階段背景下，實現高質量公安工作的必由之路。當前，科技賦能治安風險防控在基層基礎工作、公共政務服務、重大風險防範與新安全領域監管等領域取得階段性成果，在賦能治安勤務效能、重點領域關鍵技術研發、公安派出所智慧化建設、社會治理與服務能力、協同治理與地區差異、技術應用風險規制等方面存在完善空間。其優化路徑為，基於預防型法治原理的邏輯理路，遵循標準化與成本效益原則，從提升基礎管控中心數智化水平等方面強化主防警務技術賦能，創新大數據警務應用與科學性建模，從新業態監管、治理創新一體化建設等維度賦能社會管理創新與服務改革。

The Logic Path and Optimization Path of Science and Technology Empowering Public Security Risk Prevention and Control

Abstract：
Empowering the prevention and control of public security risks with technology is the inevitable path to achieving high-quality public security work under the background of China’s tradition of preventive governance and the new stage of a risk society. At present, the application of technology in the prevention and control of public security risks has achieved phased results in areas such as grassroots basic work, public government services, major risk prevention, and supervision in new security fields. There is room for improvement in aspects such as enhancing the efficiency of public security services, key technology research and development in key areas, the intelligent construction of public security police stations, social governance and service capabilities, collaborative governance and regional differences, and the regulation of technology application risks. The optimization path is based on the logical reasoning of the preventive rule of law principle, following the principles of standardization and cost-effectiveness. It strengthens the technical empowerment of main defense policing from aspects such as enhancing the digital and intelligent level of the basic control center, innovates the application of big data policing and scientific modeling, and empowers social management innovation and service reform from dimensions such as the integrated construction of new business form supervision and governance innovation.
