  A. Target Groups
   
Renewal:
Individuals who need to renew their "Non-resident Worker's Card" accordingly after the "employment authorization" is renewed.
Reposition:
Individuals who need to extend their "Non-resident Worker's Card" accordingly after renewal of their identification document because their "Non-resident Worker's Card" expires earlier than the "employment authorization" as a result of the early expiry of their identification document.
  B. Application Eligibility
   
1. Employers possessing valid renewed "employment authorization";
2.
"Non-resident workers" meeting the stipulation relevant to the system of entry, stay and residence authorization in Macao (e.g. 1. in possession of a valid passport/travel document/identification document for entry to and departure from Macao; and 2. not in a lawfully restricted status).
  Application Approach
  A.
Applicant:
   
Applications relating to the "Non-resident Worker's Card" can be made by any one of the following persons or entities:
   
(1) Employer;
(2)
Licensed employment agency appointed by the employer; [Note: For details, please see the Labour Affairs Bureau's website at http://www.dsal.gov.mo/.]
(3)
"Non-resident worker" (applications for reposition only);
(4) Legal representative of persons listed in Points (1) and (3).
 
[Note: The legal representative should submit the following:
1. A certified letter of authorization;
2.
Copy of his/her valid identification document (the original should be exhibited for authentication).]
  B.
Renewal – After renewing the "employment authorization", the above applicant is required to renew the "Non-resident Worker's Card" at the Subdivision concerned within 60 days before the "Non-resident Worker's Card" expires;
  C.
Reposition – While the "employment authorization" is still valid, applicant of the above procedure can apply for the reissue procedure of non-resident worker's identification card from the executing subdivision.
  D.
If a "non-resident worker" has dependants in Macao, he/she should apply for renewal/reposition of the dependants' "Special Authorization to Stay" along with his/her application for renewal/reposition of the "Non-resident Worker's Card".

I. Renewal
  I.
Skilled and non-skilled workers and domestic helpers from Mainland China
   
A.
The written instruction and official notification regarding the renewed "employment authorization" should be presented and the following documents should be submitted to the Subdivision concerned within 60 days before the "Non-resident Worker's Card" expires:
 
(Note: 1.
Specialized non-resident workers who possess the latest Type (D) Endorsement may make the application at the Centro de Serviços or Centro dos Serviços da RAEM das Ilhas;
  2.
Non-skilled workers and domestic helpers are required to make the application at the Immigration Building of the Public Security Police Force at Pac On.)

Copy of the bio data page of the "Permit for Travelling to and from Hong Kong and Macao ("Two-way Exit Permit" for short) (applicable to "skilled workers" only).
B.
The applicant may inquire about the examination result through the "Inquiry System of Progress of Application for Renewal of "Authorization to Stay for Non-resident Workers" (applicable to non-skilled workers and domestic helpers from the Mainland of China)" or by presenting the "receipt of application" to the Subdivision around 5 working days after the above documents are properly submitted. If the application is approved, the applicant will receive a copy of the approved renewal application letter, with which he/she can apply directly to the Visa Office of the Zhuhai Immigration Department or through the China Travel Service (Macao) Ltd. for a new endorsement and "Two-way Exit Permit" (if necessary) for the "non-resident worker" application.
C.
The "non-resident worker" should go to the same application location in person to present the written instruction and official notification regarding the renewed "employment authorization" and submit the following within 60 days before the "Non-resident Worker's Card" expires:
  1.
Approved application letter for renewal;
  2.
Copy of the bio data page of "Two-way Exit Permit" in book type holders and the inside page containing "Type D- Stay endorsement" / the back copy containing "Type D-Stay endorsement" of "Two-way Exit Permit" in card type holders.
  3. "Non-resident Worker's Card";
  4.
Copy of other certificates or documents (specifically named in the "employment authorization" written instruction).
D.
After the processing fee is paid, the Subdivision will issue a "Revenue Receipt" and grant "Authorization to Stay for Non-resident Workers" (which expires on the same date as that of the "Non-resident Worker's Card").
E.
On the date of collection specified on the Revenue Receipt, the non-resident worker should bring the Receipt to the Subdivision concerned, Zone K, 1/F, Centro de Serviços da RAEM or Zone C, 3/F, Centro dos Serviços da RAEM das Ilhas,to collect the 'Non-resident Worker's Identification Card'. He or she may also authorize a third person (the employer / the employment agency authorized by the employer / a legal representative) to collect the Card on his or her behalf. To learn about the readiness of the Card, the non-resident worker may refer to the "Inquiry System of the Date of Collection of the ‘Non-resident Worker’s Identification Card’" or call (853) 2872 5488.

Skilled and non-skilled workers and domestic helpers from countries and regions other than Mainland China
   
A. For non-skilled workers:
 
1.
They should present the written instruction and official notification regarding the renewed "employment authorization" to the Subdivision concerned, and submit the Application letter for Renewal of "Authorization to Stay for Non-resident Workers" and a copy of it within 60 days before the "Non-resident Worker's Card" expires:

The applicant may inquire about the examination result through the "Inquiry System of Progress of Application for Renewal of "Authorization to Stay for Non-resident Workers" (applicable to non-skilled workers and domestic workers from Mainland China)" or by presenting the "receipt of application" to the Subdivision around 5 working days after the above documents are properly submitted. If the application is approved, the applicant will receive a copy of the approved renewal application letter.
3.
The "non-resident worker" should go to the same application location in person to present the written instruction and official notification regarding the renewed "employment authorization" and submit the following within 60 days before the "Non-resident Worker's Card" expires:

a. Required Documents
  1)
For applications NOT made through the self-service kiosk:
The "non-resident worker" should go to the same application location in person to present the written instruction and official notification regarding the renewed "employment authorization" and submit the following within 60 days before the "Non-resident Worker's Card" expires:
    (1)
    (2)
Copy of valid passport/travel document (bio data page only) or identification document used for entry to and departure from Macao;
    (3)
"Non-resident Worker's Card";
    (4)
Copy of employer's valid identification document (the employer's signature on the copy of his/her identification document is required if he/she is also a non-resident worker or a "Special Stay Permit" holder, and submit the copy of his/her "Special Stay Permit" or "Non-resident Worker's Identification Card");
    (5)
Copy of other certificates or documents (specifically named in the "employment authorization" written instruction).
  2) For applications SUBMITTED through the self-service kiosk:
    (1)
Notification letter printed at the self-service kiosk;
    (2)
Valid passport/travel document or identification document used for entry to and departure from Macao;
    (3)
"Non-resident Worker's Card".
b.
After the processing fee is paid, the Subdivision will issue a "Revenue Receipt" and grant "Authorization to Stay for Non-resident Workers" (which expires on the same date as that of the "Non-resident Worker's Card").
c.
On the date of collection specified on the Revenue Receipt, the non-resident worker should bring the Receipt to the Subdivision concerned, Zone K, 1/F, Centro de Serviços da RAEM or Zone C, 3/F, Centro dos Serviços da RAEM das Ilhas,to collect the 'Non-resident Worker's Identification Card'. He or she may also authorize a third person (the employer / the employment agency authorized by the employer / a legal representative) to collect the Card on his or her behalf. II. Reposition
  A.
After collecting the renewed passport/travel document / "Two-way Exit Permit" / identification document and before the "Authorization to Stay for Non-resident Workers" expires, the "non-resident worker" should go to the Subdivision concerned in person for payment of the processing fee and other procedures, and submit the following documents:
   
1.
The old passport/travel document / "Two-way Exit Permit" / identification document;
2.
Copy of new passport / travel document / "Two-way Exit Permit" (bio data page only) or identification document. (Note:"Two-way Exit Permit" in book type holders shall submit the inside page containing "Type D-Stay endorsement", while "Two-way Exit Permit" in card type holders shall submit the back copy containing "Type D-Stay endorsement".
3.
"Non-resident Worker's Card".
  B.
Upon completion of the procedure, the Subdivision will issue a "Revenue Receipt" and grant "Authorization to Stay for Non-resident Workers" (which expires on the same date as that of the "Non-resident Worker's Card").
  C.
On the date of collection specified on the Revenue Receipt, the non-resident worker should bring the Receipt to the Subdivision concerned, Zone K, 1/F, Centro de Serviços da RAEM or Zone C, 3/F, Centro dos Serviços da RAEM das Ilhas,to collect the 'Non-resident Worker's Identification Card'. He or she may also authorize a third person (the employer / the employment agency authorized by the employer / a legal representative) to collect the Card on his or her behalf.   Remark
  I. Date of issue and expiry of "Non-resident Worker's Card"
   
A. Date of Issue:
1. Renewal
 
The issue date is restricted by the effective date of the renewal employment authorization from Labour Affairs Bureau (the following day of the last day of the previous employment authorization). If the renewal procedure of "Non-resident Worker's Stay Permit" is under the following circumstances:
 
(1)
apply before the effective date of the renewal employment authorization: the issue date is the same as the effective date;
(2)
apply after the effective date of the renewal employment authorization: the issue date is the same as the draw date on the revenue receipt.
2. Reposition
  The issue date is the same as the date shown on the receipt.
B. Date of Expiry:
Correspondent with the limit approved by the Secretary for Economy and Finance or the Director of the Labour Affairs Bureau in the Employment or Work Authorization, unless a shorter term has to be granted according to the stipulation in the system of entry, stay and residence authorization of the Macao Special Administrative Region.
  II. Penalty for overstay
   
1.
According to Administrative Regulation No. 14/2014 'Amendments to the Provision on Overstay in the 《Regulations of the Entry, Stay and Residence Authorization》', persons who still stay in the Macao SAR but not over 30 days after the expiry of the authorization granted is fined MOP500 per overdue day from 9/7/2014. The violators are required to pay the fine immediately after they are arrested or report themselves to the police. The above mentioned penalty regulation is not applicable to those who have overstayed in Macao within one year. Those will be considered to be illegal immigrants if they do not pay the fine and the penalty regulation is not applicable to them. Moreover, they cannot make any application for Residence Authorization, extension of Authorization to Stay and Authorization to Stay for Non-resident Workers within two years to the Residence and Stay Affairs Department.
2.
According to Law No. 6/2004, persons who are considered to be illegal immigrants will be deported and interdicted from entry to the Macao SAR for the period indicated in the deportation order.
  III.
If the non-resident worker / reuniting kindred of the non-resident worker / "Special Stay Permit" holder renews the passport / travel document / "Two-way Exit Permit" / identification document used for application for the "Authorization to Stay" in Macao, he or she is required to bring the renewed document to the Subdivision concerned for update of the document information and application for reissue of the "Slip of Authorization to Stay".
  IV.
"Quality Criterion" refers to the time of processing required by service units (excluding time of waiting in a queue and postage time for documents sent by mail) calculated in the following manner: from the next working day following the day when the service unit received and confirmed that all the required documents had been correctly prepared.
  V.
