According to Item 6, Article 8 of Law No. 4/2003, before the result of the application for Residence Authorization is out, the interested person may apply to the Immigration Department for "Special Authorization to Stay" (aka "Visa for Residence Application"). The Authorization can be extended for more than once.

  Applying for Residence in Macao S.A.R.
  Target Groups and Application Eligibility
  A. Target Groups
   
Persons who have applied to the Residence and Stay Affairs Department of the Public Security Police Force or the Trade and Investment Promotion Institute (hereinafter called "IPIM") for Residence Authorization and need to extend their limit of stay in Macao before the application result is out.
  B. Application Eligibility
    (1)
Meeting the stipulations relevant to the system of entry, stay and residence authorization in Macao;
     
(e.g. A.
In possession of a valid passport / travel document / identification document for entry to and departure from Macao; and
  B. Not in a lawfully restricted status.)
    (2)
Limit of stay granted in the original "Authorization to Stay" not long enough for the interested person to wait till the application result is out.
  Application Approach
  1.
The interested person or a legal representative making the application within 7 days before the expiry of the "Authorization to Stay";
  2.
The parent or guardian making the application on behalf of a minor child should present his/her valid identification document and proof of their relationship; other representative should present a certified letter of authorization and his/her valid identification document.

  A.
For "Residence Authorization" applications submitted to the Residence and Stay Affairs Department
    (a) Application
      1. Making the application together with the application for "Residence Authorization"
        (1)
Submit the reverse side of a completed "Application Form for Residence Authorization" (format 4) (provided by the Subdivision concerned while making the application in person) and a copy of the valid passport / travel document (bio data page and observation pages only) or identification document used in the application.
      2. Making the application separately
        (1)
Submit a completed application form;

        (2)
Submit a copy of the interested person's valid passport / travel document (bio data page and observation pages only) or identification document used to apply for "Residence Authorization";
        (3) Present the "application acceptance receipt".
    (b) Renewal
      (1)
Submit a completed application form;

      (2)
Submit a copy of the interested person's valid passport / travel document (bio data page and observation pages only) or identification document used to apply for "Residence Authorization";
      (3) Present the "application acceptance receipt".
  B. For "Residence Authorization" applications submitted to IPIM
    (a) Application
      (1)
Submit a completed application form;

      (2)
A completed "Declaration of Identity";

The Declaration template is available at the Subdivision concerned and the website of the Public Security Police Force;
  b.
The interested person is required to sign the Declaration in the presence of the staff accepting the application for verification. If he/she is not able to show up, the signature on the (completed) Declaration will be authenticated by the competent authorities, or the Declaration is to be completed by a legal representative. The latter should also submit a certified letter of authorization, a copy of the interested person's birth certificate, certificate of marital status (not applicable to unmarried applicants) and a document indicating the interested person's residential address in Macao.]
      (3)
Submit a copy of the interested person's valid passport / travel document (bio data page and observation pages only) or identification document used to apply for "Residence Authorization";

      (4)
Submit 2 copies of the "Declaration" issued by IPIM to prove that the application for Residence Authorization is being processed.
    (b) Renewal
      (1)
Submit a completed application form;

      (2)
Submit a copy of the interested person's valid passport / travel document (bio data page and observation pages only) or identification document used to apply for "Residence Authorization";

Submit a copy of the "Declaration" issued by IPIM to prove that the application for Residence Authorization is being processed.

  Remark
  1.
The interested person is required to be legally staying in Macao while the application is being processed, otherwise the Residence and Stay Affairs Department may refuse to accept the application.
  2.
Penalty for overstay
    (1)
According to Administrative Regulation No. 14/2014 'Amendments to the Provision on Overstay in the 《Regulations of the Entry, Stay and Residence Authorization》', persons who still stay in the Macao SAR but not over 30 days after the expiry of the authorization granted is fined MOP500 per overdue day from 9/7/2014. The violators are required to pay the fine immediately after they are arrested or report themselves to the police. The above mentioned penalty regulation is not applicable to those who have overstayed in Macao within one year. Those will be considered to be illegal immigrants if they do not pay the fine and the penalty regulation is not applicable to them. Moreover, they cannot make any application for Residence Authorization, extension of Authorization to Stay and Authorization to Stay for Non-resident Workers within two years to the Residence and Stay Affairs Department.
    (2)
According to Law No. 6/2004, persons who are considered to be illegal immigrants will be deported and interdicted from entry to the Macao SAR for the period indicated in the deportation order.
  3.
"Quality Criterion" refers to the time of processing required by service units (excluding time of waiting in a queue) calculated in the following manner: from the moment when the service unit received and confirmed that all the required documents had been correctly prepared.
