To issue a document for departure to non-local residents who lose their document which they use for entry to Macao and do not have other documents for departure.

Requirement: Not in an overstaying status 【Note: An overstayer who lost his/her travel document will be deported by the Investigation Subdivision of the Immigration Department.】
  Application Approaches
  1.
Loss of document not involving criminal act
    1)
For P.R.C. mainland citizens
They can personally go to the subdivision to report document lost and at the same time can apply for "Document for Departure" (i.e. "Loss of Document and Report Notification").
    2)
For others
They are personally required to report document lost to the police authority and then apply for a "Document for Departure" (i.e. "Statement of Loss of Identification Document") at the subdivision with the relevant "Report Testimonial" or "Acknowledge Note" issued by the police authority.
  2.
Loss of document involving criminal act (e.g. document is stolen or robbed)
The individual must report the criminal act to the police authority and then apply for a "Document for Departure" (P.R.C. mainland citizens: "Loss of Document and Report Notification"; Others: "Statement of Loss of Identification Document") at the subdivision with the relevant "Report Testimonial" or "Acknowledge Note" issued by the police authority.

Document of "Report Testimonial" or "Acknowledge Note" issued by the police authorities (for non-residents other than P.R.C. mainland citizens);

Other documents certifying the non-resident’s identity (if any).

Issuance of "Statement of Loss of Identification Document" for residents of HKSAR - 3 hours
[Refer to remark 3. for details]
  Remark
  1.
The following "Document for Departure" will be issued after the necessary procedure is completed.
    1) For residents of HKSAR
     
They may depart with the "Document for Departure" before it expires (generally valid for 3 days).
    2) For others
      A.
To ensure successful admission to the country / region of origin, they are required to apply for a passport or single-use travel document (regarded as "Return Document") at the consulate / embassy or diplomatic mission of their country/region of origin in Macao, Hong Kong or the mainland of China before or after departure from Macao with the "Document for Departure".
      B. Applying for a "Return Document" in Macao
        a.
The individual will be required to apply to a relevant department for a "Return Document" before his/her "Document for Departure" expires (generally valid for a maximum of 7 days):

        b.
If the "Return Document" is issued before the "Document for Departure" expires, the individual should depart before the two documents expire (subject to whichever document expires first). Otherwise, the individual is required to extend the validity of his/her "Document for Departure" at the subdivision until he/she is granted the "Return Document" and departs from Macao;
         
[Note: Individuals who depart Macao or extend the validity of their "Document for Departure" only after the document expires are regarded as overstayers.]
        c.
The "Document for Departure" and the "Return Document" should be presented while going through departure clearance procedure.
      C.
Applying for a "Return Document" in Hong Kong or the Mainland of China
        a.
The individual should depart before the "Document for Departure" expires (generally valid for 7 days) and go to the consulate/embassy or diplomatic mission in Hong Kong or the mainland of China to apply for a "Return Document". Otherwise, the individual will be regarded as an overstayer;
        b.
Before going to Hong Kong or the mainland of China, the individual should contact relevant consulate/embassy and confirm the appointed date of application. Otherwise, the individual may be refused entry;
         
[Note: If the appointed date of application is beyond the expiry of the "Document for Departure", the individual is required to extend its validity at the subdivision.]
        c.
If the individual obtains the "Return Document" on the date of application and returns to Macao to take a flight, he / she is required to present the "Return Document" as well as the original "Document for Departure" upon arrival at Macao. The authorities will grant him/her "Authorization to Stay" for a reasonable period of time based on the validity of the "Return Document" so that he/she can make arrangements for departure. However, if the individual needs to re-collect the "Return Document" after he/she re-enters Macao, he/she is required to extend the validity of the original "Document for Departure" with the relevant receipt of application at the subdivision.
  2.
Penalty for overstaying
    1)
According to the law, an individual who overstays in the Macao SAR less than 30 days after the expiry of the authorization granted is fined MOP200.00 per overdue day. The violator is required to pay the fine immediately after he or she is arrested or reports himself or herself to the police.
    2)
An individual who performs the same violation within 180 days cannot regularize his or her overstay status by paying the fine.
    3)
An individual who does not conform to the stipulation in above-mentioned 1) and not regularize his or her overstay status within the period of time specified will be regarded as an illegal immigrant. The individual cannot make any application for Residence Authorization, extension of Authorization to Stay and Authorization to Stay for Non-residents within two years. The Immigration Department will not accept these applications.
    4)
An individual who is regarded as an illegal immigrant will be deported and refused entry to the Macao SAR for the period indicated in the deportation order.
  3.
"Quality Criteria" refers to the time of processing required by service units (excluding time of waiting in a queue) calculated in the following manner: from the moment when the service unit received and confirmed that all the required documents had been correctly prepared.
